Public-Private Partnership Accelerator Toolkit (P3TK)

MITRE’s P3TK is a collection of resources that are intended to accelerate the planning and operation of a Public-Private Partnership (P3 or PPP) or collaborative based on proven practices. These resources enable teams to avoid pitfalls, build a foundation for success, and tailor solutions that meet the needs of their specific partnership’s context and mission.

P3TK accelerates information- and innovation-centric collaboratives such as data-sharing PPPs, information sharing and analysis centers/organizations (ISACs, ISAOs), R&D coalitions and partnerships.

As a not-for-profit working in the public interest, MITRE is uniquely positioned to serve as the convener of and data trustee for government, industry, academia, and international organizations to develop whole-of-nation solutions.

What is a PPP?

PPPs are working arrangements based on a mutual commitment (over and above that implied in any contract) between public sector organization(s) and any other organizations outside the public sector to achieve some mutually beneficial outcome.

PPPs are collaboratives in which the goals, structure, governance, roles and responsibilities are mutually determined and decision-making is shared.

Note that P3TK focuses on information- and innovation-centric PPPs given infrastructure-centric PPPs are well-addressed elsewhere.
