Summary

This tool is an annotated table to help the PPP PL plan for different phases of a typical partnership. This tool is helpful for understanding the broad view of how PPPs can evolve, and the major activities and partner expectations by phase. It also helps PLs focus on what’s important when. This in turn drives the co-creation of a practical roadmap for the PPP’s growth and adaptation.

Phases of a PPP

A successful PPP will develop a growth framework to give it purpose – what challenges will the PPP address today? Tomorrow? Next Year? How will the partnership meet the demand of its stakeholders and provide value and impact at these points?

This tool will help the practitioner think through and define the different phases of their PPP, a key element to a PPP’s growth strategy.

Looking across PPPs, MITRE observes the following phases of many PPPs: ideate & explore, plan & establish, and execute (which includes proof of concept and operational sub-phases). These phases are clearly defined, including a discussion of the objectives and outcomes for each.

Objective areas of emphasis within each phase include Strategy & Value, Partner Engagement, Project Management, Governance, and Enabling Capabilities. Discussion is focused on activities uniquely associated with PPP project work; other aspects of “normal” project execution are not discussed.
